That sounds... well. Like it could go either way. Maybe there are people who spliced up but didn't turn into splicers as he understands the word; hell, maybe he's even met them without knowing it. Splicing is obviously popular. And the unharmed people could be holed up around the city, or might have been killed by the crazy violent ones.
And apart from seeing the ghosts, Jack doesn't think he's had any side-effects. So if it's a case of wait-and-see... that's a good sign, right? That's a good start.
